What is a Healthcare Coalition?

A group of individual healthcare and response organizations (e.g., hospitals, emergency medical services [EMS], emergency management organizations, and public health agencies) in a defined geographic location that play a critical role in developing healthcare system preparedness and response capabilities. HCCs serve as multiagency coordinating groups that support and integrate with ESF-8 activities in jurisdictional incident command systems (ICS).

The New York City Health Care Coalition (NYCHCC) : A Coalition of Coalitions

What is the NYCHCC?

The NYCHCC is a collaboration of health and non-health care partners, organized in support of health care system preparedness and response to a public health emergency in NYC.

Its purpose is to bring these partners together into a single, integrated, and coordinated health care system emergency planning and response group that leverages the strengths of each member and its collective resources to communicate, share information, exercise and maintain readiness, as well as respond to emergencies together as a system. This system-wide collaboration strengthens overall health system resiliency for emergencies and disasters and allows for continuity of care during- and after- an emergency event in NYC which disrupts health services.

When was the NYCHCC established?

• The NYCHCC was established in 2012, after the U.S. Department of Health & Human Services Administration for Strategic Preparedness and Response (ASPR) issued guidance for the development of local health care emergency preparedness coalitions. The coalition concept is based on the premise was that in a large-scale or catastrophic incident, only a coordinated group of local health care and community partners can mitigate the health impact of the disaster and be well-positioned to facilitate a successful community-wide recovery.
