David Crawford, Crawford Evaluation Group - WIWC Forum President

David is the President of Crawford Evaluation Group. His experience includes thirteen years with Medical Evaluations Inc and fifteen years at Crawford Evaluation Group. David oversees a team of 24 associates who take a lot of pride in the service that is provided in the worker’s compensation industry. He is very proud of the ongoing development and management of unique expert physician partnerships within their medical network.

David is a graduate of the University of Wisconsin – Madison with a Radio, TV, Film Degree. He has served on the board of the Milwaukee Insurance Adjusters Association for three terms. He is currently on the Board of Directors of the Bryon Riesch Paralysis Foundation, serving that foundation for approximately eighteen years. He is currently the President on the Board of Directors of the Wisconsin Worker’s Compensation Forum and has been serving this foundation for over a decade.

David is an amateur athlete playing on competitive baseball and tennis teams. He has been married to his beautiful wife Julie for more than twenty years. Together they serve as volunteers for canine rescues and currently have a 16 year old bichon named Agnes Pearl.


Chris Behrens, Ceman, Zitzer & Behrens, S.C.- Moderator

Practice Area: Chris concentrates his practice in the defense of employers and insurers in administrative law cases, with an emphasis on worker’s compensation and Duty Disability.

Education: Monmouth College, Bachelor of Arts, Magna Cum Laude, Business Administration, 2007 University of Wisconsin Law School, 2010

Biography: While in law school, Chris was an intern with the Restorative Justice Project of the Frank J. Remington Center where he facilitated dialogue between victims and offenders of serious crimes.

Dr. Brian Harrison will discuss the nature of hernia injuries, focusing on pre-existing conditions and the mechanisms of injury. He will equip claims adjusters with essential tools for the injury investigation process, enabling them to ask the right questions that will assist their medical experts in forming a well-founded opinion.

The American Board of Preventive Medicine credentials Dr. Brian Harrison as a Specialist in Occupational Medicine.

The American Board of Independent Medical Examiners certifies him as an IME.

The American College of Occupational and Environmental Medicine recognizes him as a Fellow, its highest level of membership.

You may know already of Dr. Harrison’s special interest in analyzing causation of Wisconsin Worker Compensation claims, from his many speaking engagements during 34 years practicing this specialty in Northeast Wisconsin. Because Occupational Medicine is a Prevention specialty, he studies the science of “cause-and-effect” relationships in health, in order to prevent illness and injury. He applies this to sorting through the web of causation behind any type of Worker Comp claim.

Join us for “From Chaos to Clarity,” where our presenters will delve into the art of handling workers’ compensation claims. They will cover strategies for addressing claim denials, tips for managing medical records, and techniques for investigating causation. This session will equip you with valuable insights to navigate the workers’ compensation journey effectively.

Lynne Kossow AIC, Marsh

Lynne Kossow has been in the Workers Compensation arena for over 30 years. She is presently a Consultant for Marsh McLennan, overseeing several large national clients, over the span of numerous jurisdictions. But her passion has always been handling litigation in Wisconsin.

Lynne has served in numerous roles on multiple sides of the fence, including work for carriers, TPAs, employers and brokers. Her roles have included Litigation Specialist, Construction Specialist, Risk Manager for several international contractors and one staffing firm, Branch Manager for a large TPA and now Claims Consultant. She has received several awards and accolades for her work throughout the years.

Outside of work Lynne enjoys time with her grown children, traveling, outings with friends and watching any and all sporting events.


Pamela Wendt, AIC, AIS, AIC-M, Society Insurance

Pamela Wendt is a Workers’ Compensation Claims Manager at Society Insurance Company, bringing more than 30 years of experience in the workers’ compensation insurance industry. Since 2019, she has led a team of Claims Representatives across Wisconsin, Minnesota, Texas, and Colorado, leveraging her strong communication skills to foster collaboration, transparency, and professional growth.
Throughout her career, Pamela has held a variety of roles including Adjuster, Field Adjuster, Supervisor, and Manager giving her a comprehensive perspective on claims management. She earned her Bachelor of Business Administration from Marian College and has achieved professional Insurance designations including AIC, AIS, and AIC-M.
Pamela is actively involved in the workers’ compensation community, serving as a board member for Kids’ Chance of Wisconsin and as a planning committee member for the Wisconsin Workers’ Compensation Forum. Outside of work, she enjoys traveling, reading, shopping, spending time with family and friends, and occasionally working on her golf game.


Colleen Bertschinger, Rural Mutual Insurance Company

Collen is a Senior WC Claims Adjuster with Rural Mutual Insurance. She has been handling claims for over 30 years. In her free time she loves to travel and bake.

Roland Cafaro, Cafaro Law Offices, S.C. - Moderator

Roland C. Cafaro, has been Peer Review Rated as AV® Preeminent™, the highest performance rating in Martindale-Hubbell’s peer review rating system since 2004. He is a 1988 graduate of Creighton University where he earned a Bachelor of Science, cum laude, in Biology and a 1991 graduate of the University of Wisconsin School of Law.
Prior to founding his own firm, Mr. Cafaro was a shareholder at the Milwaukee law firm of Halling & Cayo, S.C., and prior to that served as a member of the trial counsel team for EBI Companies and Royal & SunAlliance, lastly serving in the role as Managing Trial Attorney for the state of Wisconsin.
He has served on the State Bar of Wisconsin Professionalism and Lawyer Dispute Resolution Committees and co-authored the State Bar Lawyer Dispute Resolution Program. He is a member of the State Bar of Wisconsin and the Milwaukee Bar Association. Mr. Cafaro has lectured on behalf of The State Bar of Wisconsin, The University of Wisconsin School of Law, PESI, NBI, Wisconsin Safety Council, as well as numerous employer, insurer, and trade groups throughout Wisconsin

3:00pm – 4:00pm Inside the Injured Brain: Navigating Traumatic Brain Injury Through Evaluations, Prognostications & Emerging Pathways In Care
In this comprehensive session, Dr. Shelly Timmons will explore the evolving landscape of traumatic brain injury. She will present insights into the evolving classification of traumatic brain injury (TBI), transitioning from three to six categories. She will explore promising recovery trajectories and effective treatment pathways while considering the relationship between symptoms and both the injury and potential secondary gain. Dr. Timmons will also discuss diagnostic tools and confirmatory approaches that guide clinical decision-making.

Shelly Timmons M.D., Froedtert/Medical College of Wisconsin

Dr. Shelly D. Timmons is board certified by the American Board of Neurological Surgery and has additional certification in Neurocritical Care. Her practice has spanned the breadth of neurosurgery over the years, with particular interest and expertise in the surgical and medical management of neurotrauma and peripheral nerve problems, including utilization of various surgical techniques for restoration of function. Having grown up in Illinois, Dr. Timmons was educated in a rural public school and at the University of Illinois for her undergraduate and medical degrees. She did her clinical training and PhD studies at the University of Tennessee in Memphis. Dr. Timmons has extensive experience in neurosurgical education, having served as a residency program director, department chair, and assistant dean. She has also had long career experience in research, including as a funded clinical trials investigator, data safety monitoring board member, and peer reviewer for several grant panels and journals. She has authored numerous papers and book chapters and has lectured extensively around the world. In addition to serving in a plethora of local directorial roles, Dr. Timmons has held many leadership positions in national and international organizations that promote neurosurgical and surgical care, education, research, and advocacy.

Christian Venegas, Doctors of Physical Therapy - AM Moderator

Christian J. Venegas has spent the last 18 years working in the private physical therapy sector. Earlier in his career, he worked in clinics helping people recover, move better, and get back to doing what they love. He’s currently the Director of Sports Medicine and Business Development Manager at Doctors of Physical Therapy, where he combines his clinical background with a passion for growing strong teams and building meaningful partnerships.

Christian is known for his hands-on approach, whether he’s working with athletes, supporting the clinical staff, or finding new ways to improve patient care. His mix of experience in both therapy and business gives him a unique perspective on how to deliver top-quality care while helping the organization grow.

He lives in Kenosha, Wisconsin, with his wife and three kids, where life outside of work revolves around family, community, and staying active.


Jennifer Evans, City of Milwaukee - PM Moderator

Jennifer Evans serves as the Workers’ Compensation and Safety Manager for the City of Milwaukee. With fifteen years of experience at CorVel Corporation and a year and a half with the City, she leads a dedicated team of five in overseeing safety and claims management for over 7,000 employees.

Jennifer began her studies at the University of Northern Iowa in Cedar Falls, Iowa, but completed her final year and graduated from Upper Iowa University with a Bachelor of Science in Criminal Justice after relocating to Des Moines, Iowa. She recently moved to Wisconsin to assume her new role with the City of Milwaukee.

In 2026, Jennifer and her husband, Michael, will celebrate their 20th anniversary. They both enjoy playing board games and traveling together.

Top reasons employees seek legal counsel instead of your counsel. The barrage of billboards and commercials from other ‘injury attorneys’ certainly plants seeds continuously.

Attorney Bill Parsons, Hawks Quindel, SC

Bill Parsons practices as a long-term disability lawyer and workers’ compensation attorney at the Madison office of Hawks Quindel, S.C. His practice focuses on representing individuals with Wisconsin workers’ compensation claims, long-term disability insurance claims, and unpaid wage disputes. Attorney Parsons has practiced with the firm since 2004 and became a shareholder in 2008. Bill has tried cases in state and federal courts, including the Supreme Court of the United States.

One thing Bill loves about working for Hawks Quindel is the attorneys’ breadth of knowledge. As you can see in the Practice Areas, Hawks Quindel focuses on all areas of employment law, not just workers’ compensation or long-term disability law. Oftentimes, clients come to Bill looking for a Wisconsin workers’ compensation attorney or long-term disability lawyer. Still, as the attorneys dig into their case, they find clients also need assistance with other employment-related matters related to workers’ comp or long-term disability insurance (LTDI). Gerald Nora, M.D., ClearSky Rehabilitation

Gerald Nora received his MD and PhD from the University of Pittsburgh School of Medicine before graduating from a residency in Physical Medicine and Rehabilitation at the University of Pittsburgh Medical Center in 2016. A native of Chicago, he had practiced as a medical director in rehabilitation in Milwaukee before joining Clearsky Rehabilitation Hospital of Kenosha as medical director in October 2023. He is board-certified in both general physical medicine and rehabilitation and brain injury medicine.


Lori Capener, RN, Stubbe & Associates

Lori is a registered Nurse and Certified Case manager with extensive experience in a variety of medical settings including workplace injuries, medical case management, orthopedics, palliative care, occupational health, and inpatient rehabilitation. She began her healthcare career in Occupational Therapy as a COTA and then obtained her nursing degree in 2005. She has worked as a case manager for 18 years, and has a reputation for being highly professional, dependable, and knowledgeable in Wisconsin Workers’ Compensation and will be sure to keep each file safely within those guidelines from date of injury to end of accepted healing. Lori is also a skilled medical & case management presenter. She provides on-site and virtual training and presentations to employers and insurance companies on a variety of medical and industry-related topics. In Lori’s current role as Clinical Support Manager, she supervises case managers in Wisconsin, Illinois, and St. Louis, MO.

10:35am – 11:30am Medicare Madness: New Rules, New Risks, and New Realities
This panel will focus on all aspects of Medicare following the changes to Section 111 reporting requirements made in April. You will hear their insights on what has transpired in the last five months and their predictions for the future as we move toward 2026.

Attorney Amy Bilton, Nyhan, Bambrick, Kinzie & Lowrey, PC

Amy Bilton (she/her) serves as Vice President at Nyhan and is a nationally recognized Workers’ Compensation Defense and Medicare Secondary Payer (MSP) attorney.

Amy operates across industries and at all levels of insurance, including uninsured, insured, self-insured, and excess insurance, to carefully balance the needs of each party and each client’s unique motivations. Utilizing her experience in the process of initial investigations, tracking where the liability in the case begins and ends, and through post-settlement actions, she considers the idiosyncrasies of each case to ensure all significant details are uncovered.

As a Fellow with the College of Workers’ Compensation Lawyers, Chairperson of the International Commission on Healthcare Certification’s Medicare Set-Aside Consultant Certification, and instructor for the Certified Medicare Secondary Payer Professional and Fellow classes, Amy has the knowledge to provide full-service counsel covering workers’​ compensation defense, MSP, and all types of MSP compliance. Amy builds upon her thorough workers’ compensation trial practice to provide her clients with effective solutions to unique challenges.

Understanding that no two MSP or workers’ compensation cases are alike, Amy tailors her approach to her client’s specific needs, keeping in mind both the facts and the parties involved to ensure her clients pay only what they owe. Outside of her legal practice, Amy is a board member of Habitat for Humanity Chicago and serves as a Committee Co-Chair and Team Leader for the annual Women Build. She approaches her activism with the mindset that everyone has a right to a decent place to live and that promoting generational wealth among families builds a better world for us all. Additionally, she is the Treasurer and Past President of the Commercial Park Advisory Council, a fundraising group that provides programming and a safe place for youth, adults, and at-risk individuals to gather and participate in learning opportunities.


Shawn Kelderman, Society Insurance

Shawn Kelderman has dedicated over 30 years to the insurance industry, with 25 of those years at Society Insurance. Her career has primarily focused on Workers’ Compensation, where she has held various roles, including Claim Manager. In that capacity, she played a key role in developing Society Insurance’s Medicare reporting program.

As Medicare compliance requirements have evolved, Shawn transitioned into a specialized role focused on Medicare Compliance. Today, she leads a team of four professionals responsible for Medicare reporting, resolving conditional payments, and coordinating Medicare Set-Asides (MSAs).

Shawn holds a Bachelor of Arts in German from the University of Iowa and has earned several professional designations, including AIC, AIM, ARM, and MSCC.

Charlie Berens, Comedian

CHARLIE BERENS is a comedian, New York Times Best Selling Author, Emmy-winning journalist, and musician best known for creating Midwest-focused sketch videos like his popular series “The Manitowoc Minute” and the hilarious podcasts, “Bellied Up” and “The Cripescast.” He has amassed over 10 million followers and over 3 billion views across his social channels thanks to his relatable comedic sensibility and while grounded in Midwest culture, Charlie’s material consistently lands on a national level. 1:30pm – 2:40pm Osteoarthritis in the Injured Worker: Practical Insights from an Orthopedic Surgeon
Dr. Squire will discuss the challenges facing our aging population and workforce. Osteoarthritis, the most common form of arthritis, poses a significant economic burden in the U.S. He will address the risk factors for osteoarthritis and how pre-existing conditions contribute to the question of causation.

Matthew Squire, M.D., Rush Orthopedics

Dr. Squire is a board-certified orthopedic surgeon who specializes in hip and knee conditions, including replacement surgery. He did his Fellowship in Adult Reconstructive Surgery at OrthoCarolina in Charlotte, NC. He is a Professor Emeritus at the University of Wisconsin Department of Orthopedics and Rehabilitation in Madison, WI (2005-2021). Dr. Squire is the current Director of Joint Replacement Surgery at Rush Copley Medical Center in Aurora, IL.

The Administrative Law Judge panel will give their perspectives on key workers’ compensation trends and decisions. Be prepared to present the questions you need answered.

ALJ Lisa Kinney, Division of Hearings and Appeals - Office of Worker's Compensation Hearings

Administrative Law Judge, Division of Hearings and Appeals, Office of Workers’ Compensation Hearing for the past 5 years. ALJ Kinney comes to the ALJ position after handling numerous litigated workers’ compensation cases for 30 years prior to starting at the State of Wisconsin. In her legal practice, ALJ Kinney has broadened her skill set by becoming a Certified Mediator in 2010 and handling several hundred mediations over the past 15 years. In her free time, ALJ Kinney enjoys bicycling, camping with her family, yoga, motorcycling, mountain biking, and ALJ Kinney volunteering at a local hospice center, bringing her harp music to the residents.

ALJ Ben Jones, Division of Hearings and Appeals - Office of Worker's Compensation Hearings

Administrative Law Judge Benjamin Jones has served as an ALJ at the Office of Worker’s Compensation Hearings since April 2022. Before then, he spent five years as an ALJ deciding unemployment cases in both Minnesota and Wisconsin, and is an alum of the University of Minnesota Law School, where he graduated with honors in 2015. He lives in Mount Horeb with his wife and four children, where he is also serves as an elected Village Trustee.

ALJ Heide Mallon, Division of Hearings and Appeals - Office of Worker's Compensation Hearings

Heide Mallon has served as a Worker’s Compensation Administrative Law Judge since 2017. She has served as a mentor to new OWCH ALJs, has planned and presented at continuing education sessions, and has taught a “hands-on” course at the UW Madison Law School. Prior to becoming a WC ALJ, she was a review attorney with the Labor and Industry Review Commission for ten years. She started her state service as an impartial decisionmaker in the Fox Valley as UI ALJ. “Back then” UI hearings were conducted in-person throughout the State of Wisconsin, and those early years allowed her to grow her skills in conducting administrative proceedings. She is a Graduate of the University of WI Madison and Hamline Law School. She and her husband Chris are recent empty nesters with two wonderful daughters.

Attorney Lauren Kramer, Kasdorf, Lewis & Swietlik, SC - Moderator

Lauren Kramer is a shareholder at Kasdorf. She solely practices worker’s compensation, primarily representing insurance carriers and self-insured employers in all aspects of work comp defense. Lauren earned her undergraduate degree from the University of Illinois (I-L-L-I-N-I) and her JD at the University of Wisconsin Law School. She is licensed in both Wisconsin as well as Illinois. When not working, Lauren can be found at her home away from home, the ice rink, cheering on her two boys as they play endless hockey.
